September 27, Financial Review Another Comment on Paying Tax for Distributed Moon Cakes written by Mr. Lu Guoyang was published on China Taxation News. In his article, Lu said it is unfair to levy Individual Income Tax on workers?small valued moon cakes distributed by their employer, while the huge prize given by national or provincial governments to Olympic winners is tax-free. The very foundation of Individual Income Tax system is to balance the property distribution between citizens. So, is it possible to give some exemption to certain amount of welfare gifts distributed by employers in festivals? Since they are so small and their receiver are usually common citizens who are not rich at all.
